Humanitarian Response to the Thai-Cambodian Conflict<\/p><p>The recent armed clashes along the Thai-Cambodian border, which began after several Thai soldiers were injured by landmines during a border patrol, have escalated into renewed military conflict between the two countries. These hostilities have led to the loss of life and injury among both soldiers and civilians on both sides.<\/p><p>We, the undersigned civil society organizations, extend our deepest condolences to the injured, the families of those who have died, and all who have suffered or been affected by the conflict. We call for full accountability from those responsible for instigating this war and urge the following actions:<\/p><p>1. Immediate Ceasefire. We urge both parties to cease fire immediately and to refrain from any actions\u2014whether through military operations, media, or public discourse\u2014that could provoke further violence. All efforts must be directed toward resolving the conflict through peaceful means.<\/p><p>2. Compliance with International Humanitarian Law. We call upon both sides to strictly adhere to the 1949 Geneva Conventions and all applicable international humanitarian law. It must be recognized that the use of landmines constitutes a violation of the Ottawa Convention, to which both Thailand and Cambodia are States Parties. Attacks on civilians and civilian infrastructure such as hospitals may constitute war crimes under the Rome Statute of the International Criminal Court, and perpetrators may be held individually responsible.<\/p><p>3. Protection of Civilians and Humanitarian Assistance. The governments of both countries must ensure the utmost protection and safety of all civilians, including nationals of the opposing country residing within their borders who are not involved in the hostilities. Both governments and their people must cease all acts of provocation, hate speech, and ethnic incitement. We call for all sectors to cooperate in extending humanitarian aid and solidarity to those affected by the conflict.<\/p><p>4. ASEAN Solidarity and Peacebuilding. We urge the governments and peoples of ASEAN to work together to build a united regional community, in line with the spirit of ASEAN.
