{"id":3274,"date":"2020-06-16T05:00:49","date_gmt":"2020-06-16T05:00:49","guid":{"rendered":"http:\/\/ucl.or.th\/?p=3274"},"modified":"2020-06-16T05:01:33","modified_gmt":"2020-06-16T05:01:33","slug":"statement-stop-using-law-to-block-peaceful-demand-at-cambodian-embassy-in-bangkok","status":"publish","type":"post","link":"http:\/\/ucl.or.th\/?p=3274","title":{"rendered":"Statement Stop using law to block peaceful demand  at Cambodian embassy in Bangkok"},"content":{"rendered":"\t\t<div data-elementor-type=\"wp-post\" data-elementor-id=\"3274\" class=\"elementor elementor-3274\" data-elementor-settings=\"[]\">\n\t\t\t\t\t\t<div class=\"elementor-inner\">\n\t\t\t\t\t\t\t<div class=\"elementor-section-wrap\">\n\t\t\t\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-b6d0af1 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"b6d0af1\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t\t\t<div class=\"elementor-row\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-7d66797\" data-id=\"7d66797\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-column-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t<div class=\"elementor-widget-wrap\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-11716d7 elementor-widget elementor-widget-text-editor\" data-id=\"11716d7\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-text-editor elementor-clearfix\">\n\t\t\t\t<p style=\"text-align: center;\"><strong>\u00a0<\/strong><\/p><p style=\"text-align: center;\"><strong>Statement<\/strong><\/p><p style=\"text-align: center;\"><strong>Stop using law to block peaceful demand<\/strong><\/p><p style=\"text-align: center;\"><strong>at Cambodian embassy in Bangkok<\/strong><\/p><p>\u00a0<\/p><p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Referring to a case of which police officers at Wang Thong Lang Metropolitan Police Station issued citations summoning a group of 6 Thai citizens led by Mr. Somyot Prueksakasemsuk and a group of 4 Thai citizens led by Mr. Natthawuth Uppa for committing an offence of gathering to conduct activities or to act in a way that incites unrest and disorder which is an act that violates provisions issued in Article 9 of the Royal Ordinance on Emergency Administration B.E. 2548 (2005),<\/p><p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Union for Civil Liberty (UCL) sees that issuing this citation by police officers is contradictory to the purpose of the Royal Ordinance because the emergency situation has been declared by the Royal Ordinance for public health aiming only to prevent and tackle COVID-19 pandemic.\u00a0 The Royal Ordinance therefore cannot be used in case of gathering at the Embassy of Cambodia in Bangkok to demand the Government of Cambodia to speedily investigate enforced disappearance of Mr. Wanchalerm Satyasakdisith which is to use the right and freedom of peaceful expression according to the Constitution of the Kingdom of Thailand to protect the right to life of Mr. Wanchalerm Satyasakdisith, a Thai citizen who has been subject to enforced disappearance in Cambodia.\u00a0 Thailand\u2019s state officials or government must not only block or obstruct expression of freedom by these groups of citizens, but also safeguard their expression of freedom.\u00a0 This is an obligation of Thai state according to the Constitution.\u00a0 Thai state is also obliged to observe the International Covenant on Civil and Political Rights of which Thailand is a state party which provides in Article 19 that \u201cEveryone shall have the right to hold opinions without interference,\u201d and \u201cEveryone shall have the right to freedom of expression; this right shall include freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media of his choice.\u201d<\/p><p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Union for Civil Liberty (UCL) therefore would like to request Prime Minister Prayuth Chan-ocha as the Commander of the Royal Thai Police to order concerned police officers to revoke the citations that summon citizens who peacefully express their freedom to make a demand in order to show that Thai government is seriously acting in accordance with the Constitution and international human rights obligations.<\/p><p style=\"text-align: center;\">Union for Civil Liberty<\/p><p style=\"text-align: center;\">15<sup>th<\/sup> June 2020<\/p>\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>\u00a0 Statement Stop using law to block peaceful demand at  &hellip;
